What's the difference?

It's simple:

• Create an invitation to invite people to some event, like a party. Here's an example.
• Create a survey to get an overall opinion on some topic, like what you should wear to the party. Here's an example.

OK, but why choose?

Good question. Invitations allow those you invite to specify a guest count, surveys do not. We default to invitations since that is most common.
